Agency CM: Owner Holds the Subcontracts
As the owners’ agent in the Agency CM role, HASCON acts on the owners’ behalf in matters of constructability, cost and schedule, generally with the goals of reducing cost and ensuring effective management. We offer advice, uncolored by any conflicting interest on crucial matters. Our services as Agency CM include:
- Assisting owner in determining the needs for the project during the pre-design and design phase
- Assisting designer/architect on behalf of the owner
- Controlling the scope of work and managing available fund
- Preparing estimates and project schedule during design phase
- Providing value engineering and constructability review during design phase
- Developing bid packages, and managing bids and negotiations for construction
- Managing the construction contractors during construction phase
- Proactively manage design and construction to avoid delays, changes and disputes

CM At-Risk: CM Holds the Subcontracts
As CM At-risk contractor, HASCON delivers the project within a Guaranteed Maximum Price (GMP). We act as consultant to the owner in the pre-construction/design phases, but as the equivalent of a general contractor during the construction phase. This method differs from design-build because design remains the responsibility of an architect contracting independently with the owner.
